Children, parents and devices
Ownership data is solid and recent; the evidence that any form of parental mediation improves child outcomes is close to zero.
Two things are well measured here and one is not. Device ownership among children is measured carefully and often, by national regulators and large survey organisations, and the picture is consistent: phones arrive around the move to secondary school, tablets arrive years earlier, and almost every parent reports having rules. What is not measured is whether any of it matters. The best meta-analytic evidence on parental mediation finds associations with child outcomes small enough to sit within the noise of the underlying studies, and the one strategy that performs worst in that analysis is the one that sounds most wholesome. No outcome study establishes a right age for a first smartphone. The ages in circulation describe what parents do, not what works. Ownership arrives with secondary school
The UK regulator's annual survey is the closest thing to an authoritative ownership series, and its sharpest feature is a step change at one age boundary.
Smartphone ownership in the UK rises from 56% of 10-year-olds to 83% of 11-year-olds, around the transition to secondary school.
Direction: Increase. Strength of evidence: Strong.
Caveat Ownership is reported by parents and children rather than verified, and the jump between ages 10 and 11 is a snapshot of two age groups rather than one cohort followed over time.
The US picture is similar in shape and lower in level, and it contains a gap between what parents do and what they say they believe.
A quarter of US parents of children aged 12 and under say their child has their own smartphone, rising to about 29% at ages 8–10 and about 60% at ages 11–12, while 68% think children should be at least 12 before getting one.
Direction: Increase. Strength of evidence: Strong.
Caveat US-only, and the margin of error was not stated on the page consulted; parents' stated ideal age does not match their reported behaviour.
Younger children's device use is dominated by tablets rather than phones. The most widely quoted source for that comes from an organisation that campaigns on the subject, which does not make the numbers wrong but does mean they should be read alongside the regulator's.
40% of US children have a tablet by age 2, nearly one in four owns a personal mobile phone by age 8, and average daily screen use among 0–8s is about 2.5 hours.
Direction: Increase. Strength of evidence: Mixed.
Caveat Common Sense Media is an advocacy organisation campaigning on children's media use and therefore has a mission-driven interest in these figures, which are parent-reported.
Almost every parent reports having rules
Rule-setting is close to universal in UK survey data, which limits how much it can explain about differences between children.
89% of UK parents set rules about their child's mobile phone use and 91% set rules on gaming, while 66% discuss online safety with their child at least every few months.
Direction: Increase. Strength of evidence: Strong.
Caveat Parent-reported rule-setting is exposed to social desirability bias and says nothing about whether rules are enforced or whether they work.
If nine in ten households have rules, then rules cannot be what distinguishes the children who do badly from the children who do not.
Mediation research finds effects close to zero
The only decent meta-analytic evidence on what parents can do is nearly a decade old and mostly predates smartphones. Its findings are uncomfortable for the standard advice.
Restrictive mediation had a small negative association with adverse child outcomes (r+ = −.06), active mediation was non-significant overall but linked to lower aggression (r+ = −.08) and lower substance use (r+ = −.11), and co-viewing was associated with worse outcomes (r+ = +.09).
Direction: Cuts both ways. Strength of evidence: Strong.
Caveat The effects are very small and mostly drawn from cross-sectional studies predating smartphones and social media, and the co-viewing studies largely concern television.
An r of −.06 is the same order of magnitude as the associations between screen use and adolescent well-being that the field spends its time arguing about. Restricting and talking are roughly equivalent, and watching together — the intuitive recommendation — sits on the wrong side of zero, probably because families co-view when there is already a problem rather than the reverse.
The professional bodies have stopped issuing numbers
The UK's paediatricians reviewed the evidence for a threshold and could not find one.
The RCPCH concluded that it was "unable to recommend a cut-off for children's screen time overall" after finding only 12 eligible systematic reviews from 940 abstracts screened.
Direction: No detectable effect. Strength of evidence: Strong.
Caveat The underlying reviews largely concern television, limiting applicability to smartphones, and the only accessible copy for this article was a third-party mirror rather than the college's own site.
The American Academy of Pediatrics reached a similar conclusion by a different route in its 2026 policy statement, moving away from duration as the organising principle and towards platform design, family context and industry accountability (AAP explainer, 2026). It is a consensus position rather than new evidence, and the journal page itself was not reachable during research. The UK's Early Years Screen Time Advisory Group did still publish numbers in March 2026 — avoid screens under age 2 outside shared activities, no more than an hour a day for ages 2 to 5 — while stating in the same report that there is no convincing evidence for any specific threshold and that it had taken a precautionary approach.
